NORFOLK, VA. Celebrating urban life and providing access to vital community services in a fun environment was the focus of two festivals offered Saturday.  Fuse Fest kicked the day off at Attucks Theatre on Church Street. Visitors could step in the theater to enjoy several music, dance and spoken performances, walk through the lobby to view art exhibits, or wander through an upstairs room where they could paint a metal trash drum, get a free haircut or manicure, register to vote, or get tested for HIV.
